Universal Civil Service with ASPEm
The Universal Civil Service is an initiative of the Department for Youth Policy and Universal Civil Service. ASPEm is the sending agency for volunteers in civil service through the FOCSIV network.
The initiative allows to carry out a period of service in Italy or abroad in projects of:
- Assistance;
- Civil protection;
- Environmental heritage and urban regeneration Historical, artistic and cultural heritage;
- Education and promotion of culture, landscape, environment, sport, sustainable and social tourism;
- Agriculture in mountain areas, social agriculture and biodiversity;
- Promotion of peace among peoples, non-violence and unarmed defence;
- Promotion and protection of human rights;
- Development cooperation;
- Promotion of Italian culture abroad and support for Italian communities abroad.
The program is open to:
- Italian citizens
- Citizens of other EU countries
- Non-EU citizens legally residing in Italy. Between 18 and 28 years of age (28 years and 364 days) who have not been convicted of a criminal offence in the first degree at the time of application.
Volunteers can also apply:
- Have interrupted their community service due to the closure of the project provided they have completed less than 6 months of service.
- They have interrupted their community service due to exceeding the number of sick days provided for, provided they have done less than 6 months of service.
- They have already carried out their civic service under the European “Youth Guarantee” programme, the experimental European project IVOforALL and the Civil Peace Corps projects.
Young people who cannot:
- Belong to the armed forces and the police;
- Have already done or are currently doing their national civilian service or universal civilian service, or have interrupted their service before the deadline;
- Have a continuous employment relationship or a paid employment relationship of any kind with the body carrying out the project, or have had such relationships for more than three months in the 12 months preceding the date of publication of the notice.
The Volunteer receives:
- Training;
- Training credits;
- Certificate of participation in community service;
- Recognition and valorisation of skills acquired;
- Evaluation of experience in public competitions with the same modalities and value as service in the Public Administration and can be used as a preferential title;
- Recognition of service for social security purposes (redeemable);
- Monthly allowance of € 439.50; for service abroad, a daily allowance of between € 13 and € 15 is added, depending on the country of service;
- For the service abroad: food, accommodation, return trip (round trip) during the service if required by the project;
- Variable leave in proportion to the period of service (20 days for 12 months).

Once you have chosen your project, you can send your application exclusively through the Domanda on Line (DOL) platform, which can be accessed via PC, tablet and smartphone at https://domandaonline.serviziocivile.it.
To access the platform
- Italian citizens residing in Italy or abroad and non-EU citizens legally residing in Italy can only use SPID, the Public Identity System On the Agenzia per l’Italia Digitale website www.agid.gov.it/it/piattaforme/spid you can find all the information on what SPID is, what services it offers and how to apply. Identity Providers provide different ways of registering, either for free or for a fee. To apply for and obtain SPID credentials, you need a valid identity document (identity card or passport), your health card, an e-mail address and a mobile phone number.
- Citizens of EU countries other than Italy or Switzerland, Iceland, Norway and Liechtenstein, who are not yet eligible for SPID, and citizens of non-EU countries waiting for a residence permit, can access the services of the DOL platform by requesting appropriate credentials from the Department, according to a procedure available on the platform’s home page
Activating your SPID credentials may take a few days, so remember to start early enough to submit your application in time.

- Have the code of the chosen project location and all your data and information at hand
- Fill in the following sections: 1-Project; 2-Data and declarations; 3-Titles and experience as indicated in the guide
- Submit the application
- Send a notification email to serviziocivile@aspem.org to confirm the successful submission of your application, indicating the number of your chosen venue.
